The Department of Administrative Services provides a wide variety of services to a number of different customers. Some of our primary resource management services include: financial services, human resource management, information technology management, state intranet(SunSpot), purchasing services, facilities/communications management, risk management and printing and graphic services. These services are provided to the following customers: the Governor, executive branch/state employees, legislative branch, judicial branch, general public and local governments.

The Commissioner's Office enhances the role of the Department of Administrative Services (DAS) in meeting the needs of State Government.  Facilitate both the access and information availability in responding to our constituencies;  Business Office, Administrative Services Data Center, Court Facilities and Cost containment, Risk Management Unit, Governor and Council Closing Dates, OPEB Actuarial Valuation (as of December 31, 2006/issued July 11, 2008), Hay Reports, Monthly Revenue Reports , Unclassified Salary Schedule and Employee Phone Directory are also found here.

The Budget Office provides fiscal, budget and administrative assistance and oversight to all State Agencies to ensure compliance with RSAs, Administrative Rules, Federal laws and regulations as required for each individual agency.

The Court Facilities provides and maintains suitable court facilities for the conduct of all court sessions held within each judicial district and county.

Financial Data Management supports the financial management and human resource management needs of the state.  Our goals are to work with our customers to define and efficiently develop those financial management capabilities that they require to meet their business objectives, and provide coordination of all internal department financial information in order to assure the availability, compatibility, continuity and integrity of such information. In addition, it develops and coordinates the Department's Internet/Intranet activity.

The Office of Cost Containment is responsible for all functions and duties regarding payment, recoupment and monitoring of indigent defense funds and recoupment of guardian ad litem funds.

The Risk Management Unit is responsible for identifying loss exposures for all state real and personal property, personal injury, and developing and implementing risk reduction programs. The Unit is also responsible for collaborating with the Department of Personnel in the procurement and administration of health, dental, and pharmaceutical programs for state employees and state retirees.

The Division of Accounting Services administers an integrated system of governmental cost accounting and financial reporting which accurately and systematically accounts for all revenues, receipts, resources and property of the state and each agency.  This section includes the Bureau of Accounting and the Bureau of Financial Reporting which does a variety of periodic reporting.

The Division of Personnel is the central human resource authority for all state agencies with responsibility for recruitment, position classification and compensation, testing, employee and management training, employee performance evaluations, personnel rules development and implementation, record keeping, employee benefits, labor contract negotiation and administration, and coordination of the process for resolving employee disputes.

The Division of Plant and Property Management is comprised of the following sections:
The Bureau of General Services which provides services in three main areas: general maintenance of state owned office buildings, telecommunications and the Interstate Vending Program.  The Bureau of General Services maintains twenty-two state owned facilities totaling 1.2 million square feet of general office space. The goal of the Bureau is to provide support services to state agencies and maintain state owned buildings in a proper and cost effective manner. This is accomplished with a blend of in house and contracted personnel and services. The Telecommunications section provides telephone service to over 7200 telephone (Centrex) lines.  The goal of Telecommunications is to take advantage of new technology and competition to improve the level of service to state agencies and reduce the cost of voice and data services. The Interstate Vending Program was established in 1988 to provide refreshments to the visiting public and revenue in the form of commissions to the general fund. Since its inception, the vending program has generated over 2.3 million dollars to the general fund.

The Bureau of Graphic Services which provides or procures high quality, efficient and timely photocopying, printing and print related services and materials to state agencies at the best price to the taxpayer.

The Bureau of Planning and Management which provides services to state agencies in space planning, and management of operating leases, and
the Bureau of Purchase and Property is responsible for purchasing all materials, equipment, supplies, and services for all departments and agencies of the state including contracting for the purchase or rental of data processing equipment and contracting for the purchase of electric power supply and services, including the Plant and Property Warehouse, Bureau of Public Works Design and Construction, State and Federal Surplus Property, and Federal Food Distribution.

Administrative Services is responsible for leading the ERP Project which has been approved by the Governor, Council, and Legislature. An ERP System is a set of software products that can be used to integrate a wide range of business functions across an organization. Current aging State systems will be replaced with the implementation of a new ERP System.
