CLASSIFICATION:  CHIEF, RECREATIONAL RIDE AND LIFT SAFETY

BASIC PURPOSE:  To coordinate the registration and inspection program for passenger tramways, carnival or amusement rides, air supported structures, and amusement attractions.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

       

·           Supervises the inspection and registration programs for passenger tramways and carnival or amusement rides, air supported structures, and amusement attractions.

·           Coordinates federal, state, industry and public efforts to provide safer passenger tramway and carnival or amusement ride operations.

·           Investigates accidents and analyzes accident and incident reports related to passenger tramways, carnival or amusement rides, air supported structures, and amusement attractions.

·           Enforces the rules, policies and operating codes of the Tramway Safety Board, as well as the statutes regulating carnival or amusement rides and devices.

·           Informs passenger tramway, carnival or amusement ride, air supported structures, and amusement attraction owners of critical parts which need to be repaired, replaced or modified as identified by manufacturer of other sources.

·           Maintains file systems on all passenger tramways, carnival or amusement rides, air supported structures, and amusement attractions operating within the state.

·           Inspects and supervises work of subordinate inspectors and performs follow-up operational inspections as necessary.

·           Visits sites of proposed new passenger tramway installations to inspect construction and assembly.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy, and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires knowledge of business practices and procedures or technical training in a craft or trade, including working from detailed instructions, to apply knowledge in a variety of practical situations.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in an adverse working environment containing a combination of disagreeable elements which impact significantly upon the employee's capacity for completing work assignments.  This level includes work-related accidents or assault.

 

Physical Demands:  Requires medium to heavy work, including continuous physical exertion such as frequent bending, lifting, or climbing.

 

Communication:  Requires summarizing data, preparing reports, and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires coordinating a combination of diverse job functions in order to integrate professional and technical agency goals.  This level also requires considerable judgment to implement a sequence of operations or actions.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor’s degree from a recognized college or university with a major study in a mechanical/engineering related field. 

 

Experience:  Five years’ mechanical and/or inspectional experience associated with tramways, tows, aerial lifts, ski jumps, and/or amusement rides and related devices, with at least two years in a supervisory capacity.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

SPECIAL REQUIREMENTS:  The Chief shall not engage in the sale of any article or device relating to ski lifts and recreational rides or their appurtenances.  Ability to ski is strongly recommended.

 

License/Certification:  Eligibility for driver’s license and/or access to transportation for statewide travel.

 

RECOMMENDED WORK TRAITS:  Knowledge of mechanical inspectional procedures.  Thorough knowledge of the functions and purposes of various types of machinery common to lifts and tows, as well as recreational rides and devices.  Ability to understand, interpret and apply rules and codes of the Tramway Safety Board and statutes and rules relative to amusement rides and devices.  Ability to recognize machinery malfunctions.  Ability to determine unsafe and marginal conditions.  Ability to establish schedules and supervise subordinate inspectors.  Ability to maintain records, answer correspondence and make reports.  Ability to establish and maintain effective working relationships with lift and tow managers, manufacturers, representatives, members of the Tramway Safety Board, amusement ride owners and the public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
