Services to Other NH State Agencies:
The Bureau of Graphic Services handles the processing of print orders for
other state agencies and is equipped to print and/or copy many jobs directly in our own
in-house print shop and bindery. We also handle the process of obtaining quotes and
awarding bids when an outside source (commercial printer) is required. Personnel from
other state agencies may call our office at any time to receive help/clarification with a
print order. We also encourage requests for quotes, requests for samples of some of our
work, or scheduling a tour of our facilities so you may better understand our capabilities
as well as become familiar with the state's printing process.
Another of our many services includes creating and/or providing high resolution

COLOR COPY SERVICES AND LARGE FORMAT COLOR PRINTING

Graphic Services has the capability of producing FULL-COLOR PHOTOCOPIES from your
originals, photos, or from certain types of disks/electronic files. Our Xerox
DocuColor 12 Digital Color Copier/Printer can produce beautiful, full color
reproductions, one-sided or two-sided, on regular paper stock, sizes 8-1/2 x 11, 8-1/2 x
14 or 11 x 17. We can also short-run one-sided 8-1/2 x 11 or 11 x 17 (white/heavy)
cover stock jobs (uncoated or glossy), as well as print in color on overhead
transparencies.
We can also create and print LARGE FORMAT COLOR POSTERS, BANNERS, etc. on our HP
Color Plotter. A job can be up to 42" wide, by any length, then reproduced on
in-stock glossy or matte finished paper or other special order banner materials.
To expedite orders, agencies need not submit a BGS-1 form for straight color copy jobs
that do not require any additional services, and can get their
copies quickly by simply filling out a small GS-4C order form available at Graphic
Services (once money has been encumbered on a P-28). Because we are a state agency
providing a service to other state agencies, our prices are non-competitive, and we can
usually meet or beat any outside vendors prices for full-color copies. (Additional
charges and/or paperwork may be required if other services such as binding, collating, or
shipping are requested.)

GRAPHIC DESIGN, DESKTOP PUBLISHING &
OTHER PRE-PRESS SERVICES

The friendly Pre-Press Production staff at Graphic Services can help with the design and
layout of your print projects, prepare camera-ready artwork, as well as perform
typesetting and mechanical preparation using desktop publishing techniques on both MAC's
and PC's. Whether black & white or color, we can create letterheads, envelopes, memo
pads, invitations, brochures, forms, booklets, flyers, posters, signs, banners, annual
reports, newsletters, calendars, notecards, textbooks, tickets, decals, etc. We can also
design logos, convert/transfer files electronically, scan images, pre-flight projects
provided on disk, generate color proofs and color copies, plus provide your files in a
Portable Document Format (PDF) suitable for Web viewing.
If you are not familiar with how to design/layout a job appropriately for print, don't
understand the language or the process, print industry standards, or the general
requirements of most printers, don't hesitate to utilize the services of our Pre-Press
department. We can generally save you a great deal of time and expense, prepare a
professional product with minimal added printing costs, and package jobs that will print
correctly the first time, without unnecessary headaches or delays. This department has a
creative, experienced staff who deals only with desktop
publishing, design, color, and all other aspects of pre-press. We can produce handsome,
cost-effective products for your agency that will reflect a positive, professional image
of our state's government.
Before submitting any paperwork, and particularly before transmitting files electronically
on disks, CD's or e-mail, it is highly recommended that you
first contact Marie Mead, Pre-Press Production Supervisor in the Design/Composition Room
at 271-1454 to verify format, software compatability, linking of graphics, fonts, etc.,
plus to discuss layout and production needs. Lack of planning or insufficient information
provided to us about your job/disk/file can often increase costs and delay your project
needlessly.
IN-HOUSE PRINTING SERVICES

The PRINT SHOP at Graphic Services has a Digital PlateMaker, which has eliminated the
use of a darkroom, and provides a considerable cost-saving to agencies. Most types of
electronic files, up to 11x17, can be sent direct-to-plate, plus hardcopy originals may
also be scanned in for single and spot color jobs. Color proofs can be generated from this
platemaker, allowing for minimum postscripting errors; however, print colors may vary from
the 'proof paper' to the final printed job when using the actual ink mixes and paper stock
required. The Digital PlateMaker can also temporarily store jobs on-line, for future
printings. The PRESSROOM has 2 two-color presses and 8 single-color print presses.
Currently, some 4-color process jobs may go through our Print Shop, but until equipment
updates are acquired, most large volume full-color projects must be outsourced to
commercial vendors. Our BINDERY can collate, stitch, fold (in half, letter, double, or
accordian fold), create pads, shrink wrap, automatically number in red or black,
perforate, GBC Comb bind, Wire bind, Coil bind or Heat Tape bind in various sizes and
colors. Laminating projects up to 30" wide (any length) is also a service provided by
the bindery. We can produce letterheads, envelopes (regular, window, security, check
security, large manilla envelopes, etc.), brochures, flyers, booklets, NCR Carbonless
one-sided forms up to 5-part and two-sided up to 4-part, snap-apart and laser snap-apart
forms, etc. Your projects can be printed in a variety of paper sizes and paper weights,
matching all colors of mixed ink. Paper purchased by or for state agencies must have 30%
post consumer fiber content, but specialty paper may be obtained upon
request.
We also maintain a Xerox Nuvera and a Xerox Docutech 135, some of the
fastest digital Black & White copiers in the industry. These printers digitally scan
an unlimited number of originals from your hardcopy, can print up to 3 different types of
stock (i.e., cover stock, text pages and 5-step tabs) on 8-1/2" x 11",
8-1/2" x 14", or 11" x 17" paper, then copy one-sided or two-sided,
collate, staple on line, or heat-tape bind the document. Once scanned, large projects may
be stored on tape for future printings, plus changes to individual pages may be inserted
or deleted without re-scanning the entire job, thus saving the agency money. Docutechs
can also create a number of special effects such as halftones, negative images, logo
scanning, and automatic page numbering.

OUTSIDE VENDOR COMMERCIAL PRINTING

The Bureau of Graphic Services has a knowledgeable Creative Services Manager who can
help agencies with jobs that require the services of a commercial printer. He'll assist
with selecting appropriate sources and materials when specialty services such as
silk-screening, decals, posters, and large-quantity color printing jobs are required. The
various techniques, paper stocks, ink colors, page format, binding methods and other
options will be explained in language you can understand, and these choices will be
translated into a clear set of specifications that outside vendors can use to bid
competitively for your project's contract. Our Creative Services Manager acts as your
purchasing agent, oversees the entire bid process, acquires a printer who will do the job
at a fair price, and then issues a purchase order to ensure payment by the state for the
work performed.
Keep these factors in mind when planning a print project: First, you or
your agency's business office must submit a print order form (BGS-1) in order for Graphic
Services to procure the printing. Second, allow roughly one month from the time we receive
the print order to the date you require the completed job. Third, remember that we are
required by state law to specify recycled paper with 30% post consumer waste
content. Finally, tap into the resources of our Creative Services Manager at
any time for help clarifying your ideas, for technical advice, or to discuss special
concerns such as emergency rush orders, communicating effectively with printers or
problems with your final product.
State agency personnel in need of advice or guidance with any aspect of their

PHOTOCOPIER SERVICES

Graphic Services has the responsibility of handling photocopier rental contracts and/or
purchases for state agencies. Rental contracts are awarded through the bid process for two
year placement by a "multi-award" contract, meaning several vendors - not a sole
source award. The contracts themselves are processed yearly due to the copiers that are up
for renewal on a one-year basis. Purchasing a photocopier is usually done by request,
through the bid process. Graphic Services will purchase the equipment through a copier
account, and amortize the cost according to the agency's budget restraints. We also
maintain a "Copier Vendor List" showing company names, addresses and phone
numbers currently in good standing with the State of N.H.
For the convenience of state agencies, Graphic Services has a "Walk-in Copy
Center" for black & white reproductions only, which is located
in the basement of the Health & Welfare Building, 6 Hazen Drive, Concord, NH. Please
call Jayme Kennedy at 271-4209 for scheduling copier services. Also, we have quick color
copying services, and large format color printing available through the Pre-Press
Design/Composition department at Graphic Services. Color Copies are charged at a per sheet
rate, may be printed on 8-1/2x11, 8-1/2x14, 11x17, or 12x18 regular paper stock and
duplexed. Cover stock in either a matte or glossy finish can also be color copied in all
the above sizes, and printing on transparency sheets is also available. Large format color
posters, banners, signs, etc., can be printed up to 42" wide and almost any length,
on either transparent, matte or glossy stock. Call 271-1454 to determine costs and
availability of services/equipment for your color copy orders.

HOW TO FILL OUT A BGS-1 PRINT ORDER FORM

Agencies are required to complete a Bureau of Graphic Services "Printing Order
Form" (BGS-1) for each project, item or service to be acquired. Each department's
business office usually has a supply of BGS-1 forms. However, if you need to order these
forms, send a P-5 to the State of NH, Graphic Services Warehouse, 12 Hills Avenue, Concord, NH,
and refer to Stock Item #4250. These multi-part forms are packaged in 25's, and
are accompanied by a step-by-step Instruction Sheet explaining terminology and
exactly how to fill out a BGS-1 Print Order Form. This 2-page informational sheet is
also available in print at Graphic Services and provided here at this web site,
in PDF format, which may be downloaded by going to our
"How to fill out a BGS-1" page.
If you do not understand any part of the form and your business office can't help, or if
you require assistance or additional instructions, please feel free to contact Graphic
Services at 271-3205. Our bureau was created to provide a service to other New Hampshire
state agencies, and we are always willing to help with every aspect of your printing

NOTICE TO STATE AGENCIES
Effective March 31, 2003, Graphic Services took over
the forms and certificate distribution previously handled through the Plant and Property
Warehouse. We will be revamping the current P-5 Warehouse Order Form (new forms will be
called BGS-5 Order Forms). We also plan to eventually have this form available through the
New Hampshire Sunspot website. Until our new forms are complete, agencies may continue
to use the existing P-5 for their form ordering. If you need assistance, or have
