BASIC PURPOSE:  To plan and evaluate agency fiscal operations, including supervising the control and analysis of financial income and expenditure accounts and the reporting of accounting data.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Supervises the preparation and review of financial reports and accounting records, including updating the general ledger and preparing journal entries.

 

·        Determines work procedures and job assignments for accounting and operations staff, including developing special financial reports and analyses and evaluating work performance on an annual basis.

 

·        Plans biennial budget and coordinates progress leading to final approval.

 

·        Evaluates capital budget expenditures to ensure and approve availability of funds. 

 

·        Directly supervises a staff of professional, technical and clerical employees engaged in maintaining accounting records and preparing related reports, including supervision and maintenance of the general ledger.

 

·        Prepares warrants and contract encumbrances for all Governor and Council approvals and encumbers all purchase orders and contracts.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in analyzing and interpreting data, policy and procedures OR in using equipment in order to arrive at logical conclusions or recommendations.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires delegating supervisory or program responsibilities to subordinate managers, with overall accountability for hiring employees and approving program policies.  The supervisor in this position assumes responsibility for an organizational unit, including developing long-range plans, analyzing staffing requirements, and formulating systemwide policies and procedures.

 

Working Conditions:  Requires performing regular job functions under good conditions in a safe working environment.

 

Physical Demands:  Requires sedentary work, including continuous sitting or occasional standing and walking.

 

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

 

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with major study in accounting, business or public administration.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Six years' experience in accounting or auditing work, three years of which shall have been in a supervisory capacity, and at least two of which shall have been directly concerned with accounting operations.  Additional years of related work experience may not be substituted for the formal education required by this class specification.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Extensive knowledge of accounting methods of applying accounting principles and techniques to work situations.  Extensive knowledge of laws, rules and regulations practices and procedures of New Hampshire public fiscal administration including budgeting and reporting.  Extensive knowledge of enterprise accounting procedures and methods.  Ability to analyze, evaluate and establish systems of accounts.  Ability to analyze revenue receipts and expenditures, and prepare complicated fiscal reports.  Ability to communicate effectively in spoken and written form.  Ability to plan, assign, review and supervise the work of a staff of professional and non-professional employees.  Ability to establish and maintain effective working relationships with employees, state department heads and officials and members of executive and legislative committees.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
