BASIC PURPOSE:  To supervise fish and game activities and to plan, evaluate and implement specialized in-service training for fish and game law enforcement personnel, and contribute to the on-going mission of the agency.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Plans and conducts in-service training and evaluation programs for subordinate Conservation Officers, including analyzing training requirements and developing course outlines.

 

·        Assists in directing search and rescue activities; monitors all work activities performed by Conservation Officer Trainees and Deputy Conservation Officers.

 

·        Conducts research and evaluates training needs to develop educational materials and manuals, including providing bibliography, state resources and expert instructors.

 

·        Appears before legislative committees and hearings to testify on law enforcement matters.

 

·        Plans and coordinates all special projects involving members of the Law Enforcement Division and other agency staff.

 

·        Conducts courses in specialized fields such as administrative procedures and practices and techniques in law enforcement.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for achieving direct service objectives by assessing agency service needs and making preliminary recommendations for the development of alternative short-term program policies or procedures.  Errors at this level result in incomplete assessments or misleading recommendations causing a disruption of agency programs or policies.

 

Supervision:  Requires direct supervision of programs or of employees doing work which differs from the supervisor, including disciplining employees, solving personnel problems, recommending hiring and firing employees, and developing work methods.  The supervisor in this position manages a working unit or section with responsibility for employee performance appraisal.

 

Working Conditions:  Requires performing regular job functions in an environment which includes exposure to continuous physical elements or a number of disagreeable working conditions with frequent exposure to minor injuries or health hazards.

 

Physical Demands:  Requires medium work, including continuous strenuous activities such as frequent reaching, bending, or lifting as well as performing work activities which require fine manual dexterity or coordination in operating machines or equipment.

 

Communication:  Requires reviewing summaries and reports and making management level decisions to solve problems or to achieve work objectives as well as articulating and expressing those solutions and goals.  This level also requires formal presentations of solutions and goals to employees and the general public to increase the responsiveness of the agency toward the demands of its client system.

Complexity:  Requires evaluating a combination of wide-ranging job functions to determine work procedures, to solve problems, and to reach conclusions by applying analytical, technical, or scientific thinking.  This level also requires planning policies and long-term strategies, drawing conclusions based on available criteria, and evaluating the effectiveness of program objectives.

 

Independent Action:  Requires independent judgment in planning and evaluating work procedures and in supervising the development of professional, technical and managerial standards under administrative direction and according to broad departmental guidelines.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor’s degree from a recognized college or university.

 

Experience:  Four years' supervisory experience at, or equivalent to Conservation Officer Sergeant or above.  Each additional year of approved work experience may be substituted for one year of required formal education.  Approved work experience includes full time law enforcement or active duty US military.

 

License/Certification:  Must be certified as a full-time law enforcement officer by the New Hampshire Police Standards and Training Council.

 

Special Qualifications: 

 

1.  For appointment consideration, Conservation Officer Captain candidates must pass a Level II Conservation Officer promotional written examination.

 

2.   Successful completion of a minimum of 48 hours of department approved supervisory and/ or executive leadership training prior to the conclusion of the 12 month probationary period.

 

3.  Service record must be free of any major departmental disciplinary action for the preceding seven years.

 

RECOMMENDED WORK TRAITS:  Thorough knowledge of the operation of the Law Enforcement Division and the state statutes relating to the operation of same.  Thorough knowledge of the application and use of modern training practice.  Knowledge of the recognized practices, theories, techniques and methodology of training.  Knowledge of law enforcement and court procedures.  Knowledge of the basic trends and current developments in training.  Ability to communicate effectively orally and in writing.  Ability to apply established policies, theories, techniques and methodology of training problems in defined areas.  Ability to absorb a comprehensive understanding of the overall program of the Department.  Ability to speak before groups while conducting various training programs.  Ability to establish and maintain harmonious relationships with employees working in the department and to solicit their cooperation in the overall training programs.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
