BASIC PURPOSE:  To develop and coordinate a state-wide outdoor educational program.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·        Recruits, trains and supervises volunteer instructors in implementing and coordinating a state-wide outdoor education program.

 

·        Develops and establishes policies and procedures used by volunteer instructors as guidelines and standards.

 

·        Audits and evaluates program activities and instructors to ensure program goals and objectives are met.

 

·        Writes and disseminates information through news releases, brochures, newsletters and magazine articles.

 

·        Compiles and analyzes data for report preparation on program activities.

 

·        Develops or adapts training curriculum, aids or materials.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in developing formats and procedures for special applications OR in investigating and reviewing the use of equipment and data for a specialized function.

 

Knowledge:  Requires logical or scientific understanding to analyze problems of a specialized or professional nature in a particular field.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of other employees doing work which is related or similar to the supervisor, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

 

 

Communication:  Requires summarizing data, preparing reports and making recommendations based on findings which contribute to solving problems and achieving work objectives.  This level also requires presenting information for use by administrative-level managers in making decisions.

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires objective assessment in analyzing and developing new work methods and procedures subject to periodic review and in making decisions according to established technical, professional or administrative standards.

 

MINIMUM QUALIFICATIONS:

 

Education:  Bachelor's degree from a recognized college or university with a major study in education, journalism, life sciences or outdoor or environmental education.

 

Experience:  Two years' experience in the field of conservation or wildlife management, with at least one year associated with education or training programs such as hunter safety, aquatic education or a related field.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Possession of or be eligible for a current fishing license or possession of a hunter education certificate of completion and eligibility for a current hunting license.

 

Special Requirements:  For appointment consideration, Coordinator, Outdoor Education Program applicants must successfully participate in a structured interview measuring possession of knowledges, skills and abilities identified as necessary for satisfactory job performance by this class specification.  The structured interview is developed and administered, according to Division of Personnel guidelines, by representatives of the state agency in which the vacancy exists.

 

RECOMMENDED WORK TRAITS:  Knowledge of the general field of wildlife conservation and the various education programs associated with outdoor education.  Knowledge of modern theories, techniques and methods of education.  Knowledge of proper hunting and/or fishing techniques, as well as knowledge of the type of equipment used by hunters and fishermen.  Skill in the use of visual aids such as cameras, projectors, viewgraphs and related equipment.  Ability to conduct research and compile material.  Ability to speak before public groups and to recruit volunteer instructors.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with conservation officers, biologists, fish culturists and staff assigned to the information and education program, as well as with the general public.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
