BASIC PURPOSE:  To assist in the coordination and supervision of mailing operations and to ensure compliance of U.S. Postal Regulations.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

 

·           Acts as the mailing supervisor in the absence of the supervisor making necessary decisions and adjustments as required.  Maintain a supervisor level password for centralized mailing systems.

 

·           Presorts all New Hampshire letter size mail and separates mail in accordance with all postal regulations to provide a more rapid delivery of mail and additional cost savings to state agency(s).

 

·           Sorts, weights, and applies postage to all classes of mail in accordance with postal regulations to ensure written communication is transferred in a timely and cost effective manner.

 

·           Provides pickup and deliveries to state agency(s) and United State Post Office via vehicle or on foot to service inter agency mail needs in a cost effective and timely manner.

 

·           Resolves minor problems and maintains regular upkeep of postal equipment to ensure continued operation in a cost effective manner.

 

·           Works with the supervisor in the training of staff and other State agencies maintaining their own mailrooms.

 

·           Works with the supervisor in the operation and maintenance of the State’s Postal Billing system.

DISTINGUISHING FACTORS:

 

Skill:  Requires skill in recommending routine changes in standardized operating procedures OR in retrieving, compiling, and reporting data according to established procedures OR in operating complex machines.

 

Knowledge:  Requires understanding and using business or trades vocabulary or basic arithmetic to perform standard operating procedures.

 

Impact:  Requires responsibility for contributing to immediate, ongoing agency objectives by facilitating the direct provision of services to the public or other state agencies.  Errors at this level result in inaccurate reports or invalid test results and require a significant investment of time and resources to detect.

 

Supervision:  Requires direct supervision of other employees doing related or similar work, including scheduling work, recommending leave, reviewing work for accuracy, performance appraisal, or interviewing applicants for position vacancies.

 

Working Conditions:  Requires performing regular job functions in a controlled environment with minimal exposure to disagreeable job elements and little risk of hazard to physical or mental health.

 

Physical Demands:  Requires light work, including continuous walking or operating simple equipment for extended periods of time as well as occasional strenuous activities such as reaching or bending.

 

Communication:  Requires explaining facts, interpreting situations, or advising individuals of alternative or appropriate courses of action.  This level also requires interviewing or eliciting information from state employees or members of the general public.

 

 

Complexity:  Requires a combination of job functions to establish facts, to draw daily operational conclusions, or to solve practical problems.  This level also requires providing a variety of alternative solutions where only limited standardization exists.

 

Independent Action:  Requires making a limited number of choices in selecting among alternative courses of action under supervisory guidance and in performing job functions according to a variety of prescribed policies or procedures.

 

MINIMUM QUALIFICATIONS:

 

Education:  High school diploma, G.E.D., or its equivalent.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Three years’ experience as a postal clerk or other work requiring knowledge of postal regulations.

 

License/Certification:  None required.

 

RECOMMENDED WORK TRAITS:  Extensive knowledge of United States postal regulations.  Working knowledge of simple record keeping.  Ability to prepare statements and keep postage records.  Ability to discuss postal procedures with various department officials in order to resolve problems pertaining to mail security or prompt deliveries.  Ability to research missing mail and resolve problems related to the use of certified and registered mail.  Ability to establish and maintain harmonious personal relationships with other personnel throughout the various department.  Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
