Administrative Services plans to retain engineering
services to make improvements to State Facilities
that would save energy and tax dollars.
Energy-saving projects could include lighting
upgrades, exit light replacement, and other energy
saving initiatives that have short paybacks of 8
years or less.
The funding of this project is
being requested in the 2009-11 Capital Budget and is
subject to Legislature approval. If funding is
not approved, this project will not move forward.

The New Hampshire Dept of Corrections
plans to retain Architectural and Engineering
services to complete phase 2 of a project required
as a result of the Holliday Court Order (May 2007),
requiring the Department to co-locate a 40 bed
Residential Treatment Unit (RTU). Phase 2 will
expand the Secure Psychiatric Unit (SPU) from 30
beds to 50 beds, providing programming space to
house severely mentally ill county and state inmates
(RSA 623:1), Not Guilty by Reason of Insanity (RSA
651:9), civilly committed (direct to SPU) patients
considered dangerous to themselves or to others (RSA
135 C), Civilly committed patients transferred from
New Hampshire Hospital who are a danger to others (RSA
622:45), developmentally disabled (RSA 171B), and
sexually violent predator civil commitments (RSA 135
E). Currently, all SPU beds are at full
occupancy.
In order to maintain 30 SPU beds,
phase one will result in relocating 6 SPU female
beds, three close-observation rooms and one
restraint room. Due to the limitations of
existing building square footage, phase one did not
provide for adequate programming space for both SPU
and RTU patients and inmates. The SPU and RTU
populations cannot be integrated. Phase 1
renovations contemplated that SPU patients would be
relocated to a new forensic hospital. To date,
a new forensic hospital has not been approved.
Phase 2 represents 8000sf of new construction that
will accommodate 20 new SPU beds given the increased
demand and the need to house the various levels of
patients based on psychiatric diagnoses and
behaviors.
The funding for this project is
being requested in the 2009-11 Capital Budget and is
subject to Legislature approval. If funding is
not approved, this project will not move forward.

Women's Prison and

The New Hampshire Dept of Corrections
plans to retain architectural and engineering
services to design a new 328-bed women's facility,
including a 128-bed transitional housing unit.
Professional services will also include evaluating
potential sites and making recommendations for site
selection. The 328-bed capacity is required to
meet projected needs through the year 2020.
The facility is intended to replace the existing
104-bed women's facility at Goffstown and the
existing 40-bed Shea Farm transitional housing
women's facility.
The Goffstown facility is
currently leased and would require expansion to
continue to serve current and projected needs.
The total capacity of existing facilities is well
below the current need. The State is currently
boarding female inmates at county locations to
address the overcrowding that exists in the Women's
Prison.
The funding for this project is
being requested in the 2009-11 Capital Budget and is
subject to Legislative Approval. If funding is
not approved, this project will not move forward.

The New Hampshire Veterans Home plans
to retain architectural and engineering services to
upgrade the mechanical infrastructure and perform
life safety upgrades. The work will involve a
review and update/replacement of the following
items: sprinkler systems; smoke barriers; fire
barriers; fire rated doors; automatic door openers
and fire latching devices; segregation of normal
power and life safety power, panel boards and switch
gear replacement; roofing replacement on two
buildings; soffits and fascia systems; emergency
generator; valve study and valve replacement; sewer
line evaluation and repair as required; creation of
Class One Division One Oxygen Storage Rooms (8);
elevator replacement (2); geothermal hybrid upgrade;
and technology infrastructure, to include telephone
and fiber optic lines.
The funding for this project is
being requested in the 2009-11 Capital Budget and
subject to Legislature approval. If funding is

Park Multiphase Redevelopment Project |

The New Hampshire Dept of Resources
and Economic Development plans to retain
construction management services for the design and
construction administration of the new Seashell
Complex, South Beach, Haverhill Street and Marine Memorial
bathhouse facilities, and site improvements at
Hampton Beach State Park. This request is for
an overall project that has several interlocking
components. The various parts will be
carefully choreographed to provide minimum
disruption and provide maximum services to the
visitors of Hampton Beach.
This highly visible, highly public
use project was recommended in the Hampton Beach
Master Plan, adopted in 2001. It is estimated
that it will take 2-3 years to complete this phase
of the work. This request for
services includes:
Replacement of the Seashell
Complex with accommodations for an open-air stage
with viewing capacity for 2,000; toilet
facilities; lifeguard watch station; first aid
room; State Park visitors' contact office; Chamber
of Commerce visitors' information center; shade
space; exterior seating; rinse-off showers; and
bike racks.
The South Beach Visitor Center
will provide the gateway to Hampton Beach State
Park with a visitor information desk, restrooms,
seasonal and permanent exhibits devoted to area
wildlife and history and a park store.
A new bathhouse for the
Haverhill Street area with accommodations for
toilets and site amenities including: shade
spaces; exterior seating; rinse-off showers; and
bike racks.
A new bathhouse at the Marine
Memorial site with accommodations for toilets, and
site amenities including: shade space; exterior
seating; rinse-off showers; and bike racks.
Overall site improvements
including boardwalk, sidewalk, parking, seawall,
drainage and crosswalk components from the South
Beach Visitor Center to the Marine Memorial
bathhouse to create a consistent park image.
